NAIPTA's Strategic Work Plan
The Board’s Role

The NAIPTA Board exists to ensure representation of all NAIPTA partner members. The Board views itself as being primarily a policy-making and governance body. The Board has delegated the administrative functions to the NAIPTA General Manager and staff subject to ongoing monitoring and oversight. The Board does not engage in regular day-to-day management functions of NAIPTA.
Board Composition
- The initial directors shall serve for terms of two (2), three (3), four (4) and five (5) years, to be determined by lots, with one (1) director serving an initial term of two (2) years, two (2) directors serving initial terms of three (3) years, two directors serving initial terms of four (4) years and two (2) directors serving initial terms of five (5) years. Succeeding directors shall serve full five-year terms in staggered rotation.
- NAIPTA shall be governed by a Board of Directors consisting of at least five (5) and not more than nine (9) members (the “Board”). The initial Board shall be comprised of seven (7) directors, consisting of one (1) member of the Coconino County BOS or designee; one (1) member of the Yavapai County BOS or designee; one (1) member of the Sedona City Council or designee; one (1) member of the Cottonwood City Council or designee; two (2) members of the Flagstaff City Council or designees; and one (1) member appointed by the Northern Arizona University President who is a member of the Northern Arizona University administration. In the event that additional municipalities join NAIPTA, the number of directors may be increased (to a maximum of nine (9) directors) by a vote of the Board. In the event that additional Board positions are created by the Board pursuant to this section, the Board shall, subject to the statutory requirement that Board membership shall be apportioned among the participating municipalities according to their respective populations, request one or more member municipalities to appoint a director to fill the new position.
- A member agency may remove its appointed director for cause, as determined by the governing body of such member agency.
- The Board shall elect a chairperson and other officers from among its members and shall, by Rules of Procedure approved by a majority of the Board, prescribe their functions and terms and conditions of appointment.
